LAPD Lieutenant Dave Klein, a cynical detective, becomes entangled in corruption as his partner, Junior Stemmons, grows obsessed with starlet Glenda Bledsoe and a vast real estate scheme orchestrated by Chief of Detectives Boyce Bradley. Klein uncovers a fake kidnapping plot involving Glenda and realizes Bradley is using the LAPD to eliminate obstacles, leading him to negotiate a federal witness agreement after Junior attacks him. Klein confronts and kills corrupt Intelligence head Fritz Koenig, then blackmails Bradley, but is subsequently beaten by his friend Pete Bondurant under orders from a mysterious figure named Milteer.
