Detective Mike Reilly and his partner, Bill Rice, investigate a suspicious building where Rice is killed in a shootout, leaving Reilly to grapple with his partner's death and a new case involving a bomber named Alex Swan. Reilly is assigned to the Bomb Squad, where he learns about Swan's methods and discovers that Mary Jordan, a woman processed at the station, is Swan's sister. Swan escalates his attacks, planting bombs across the city and threatening Captain Winters' family, forcing Reilly and the Bomb Squad to race against time to prevent further casualties. Reilly, with the help of the Bomb Squad, tracks Swan to a bowling alley, where they disarm a bomb and Reilly shoots Swan's accomplice, Earring. Swan recaptures Mary, leading to a high-speed chase and a final standoff where Reilly confronts Swan, ultimately joining the Bomb Squad and being promoted for his bravery and quick thinking.
