Disillusioned Marine General Hummel seizes Alcatraz, threatening San Francisco with VX gas unless reparations are paid to fallen soldiers' families. The FBI enlists chemical weapons expert Dr. Stanley Goodspeed and former SAS operative John Mason, the only man to escape Alcatraz, to infiltrate the island. After a botched insertion leaves them as the sole survivors, Goodspeed and Mason race to disarm the rockets while evading Hummel's forces. Goodspeed ultimately disarms the final rocket, aborts an F-16 strike, and later retrieves a microfilm containing government secrets Mason had sought.
