FBI agents Richard Messner and Donald Carruthers are assigned to protect mobster Buddy Israel, who has agreed to testify against his former boss, Primo Sparazza, but a million-dollar bounty is placed on Israel's head, attracting a host of eccentric assassins. As various hitmen converge on Israel's penthouse suite at the Nomad Hotel, a chaotic and violent shootout ensues, leading to multiple deaths and the involvement of other bounty hunters and FBI agents. Messner and Carruthers navigate the escalating violence, discovering that the FBI's Deputy Director Stanley Locke has a deeper, more personal connection to Sparazza, who is revealed to be Freeman Heller, an undercover agent from a past operation. In the aftermath, Israel suffers a heart attack, and Locke reveals that the entire operation was a ruse to provide Sparazza with a new heart from Israel, who is his son, allowing Sparazza to continue his criminal enterprise under a new identity. Messner, disillusioned by the corruption, confronts Locke and ultimately drives Hollis Elmore, one of the bounty hunters, to Las Vegas, leaving the fate of Sparazza and the FBI's integrity in question.
