Demoted FBI agent Pete Carson and his wife, negotiator Miranda Knoll, become entangled in a kidnapping when Paul Javal abducts Ambassador Han's family and a neighbor, Lisa, rigging them with a bomb and demanding ransom. Carson's pursuit of Javal results in a helicopter crash and the discovery of Javal's severed hand, while analysis of ransom calls leads the team to Javal's booby-trapped apartment, which Carson narrowly escapes. Carson uncovers Colonel Lee, the North Korean Security Chief, as a co-conspirator, forcing Lee's car into Echo Lake and shooting him after a struggle. Ultimately, Carson and Miranda rescue the Han family and Lisa from Javal's apartment, successfully concluding the mission and discussing their future.
