1991
Rookie FBI agent Johnny Utah goes undercover to infiltrate a gang of bank robbers known as the Ex-Presidents, who are suspected to be surfers. Utah learns to surf and befriends charismatic surfer Bodhi and his crew, falling for Bodhi's ex-girlfriend, Tyler. Utah discovers Bodhi and his friends are the Ex-Presidents, but his cover is blown during a bank robbery, leading to a chase where Utah hesitates to shoot Bodhi. Bodhi forces Utah to participate in another bank robbery by holding Tyler hostage, resulting in the death of Utah's partner, Pappas, and Bodhi's escape to Mexico. Utah tracks Bodhi to Australia during the “50-Year Storm” and allows him to surf one last, fatal wave, fulfilling Bodhi's desire to die doing what he loves, before Utah throws his badge into the ocean.
