In 1969, Police Captain Lilly investigates a series of murders committed by Edgar, an aberrant genetically engineered Brother who is experimenting with genetics and infecting humans, while grieving the loss of her child. Lilly, aided by the powerful Brother Silus, hunts Edgar, who escapes after confrontations and later kidnaps and infects officer Steph, intensifying Lilly's resolve as Silus uncovers the Brotherhood's plan to eradicate the infected. Silus and Lilly's colleague Jones discover Edgar is poisoning the city's water supply, leading Silus to infiltrate the quarantine zone where he finds a newborn baby and confronts Edgar, killing him in a brutal fight. Silus rescues Lilly, who then takes the newborn baby, symbolizing a future of peaceful coexistence, as they escape the quarantine zone, with Silus choosing to protect humanity over the Brotherhood's destructive plans.
