Gene Watson and his daughter Lynn arrive at Union Station, where they are kidnapped by Mr. Smith and Ms. Jones, who force Gene to assassinate California Governor Eleanor Samara Grant at the Bonaventure Hotel or Lynn will be killed. Gene arrives at the hotel and attempts to warn Governor Grant, but he is constantly monitored by Mr. Smith and his co-conspirators, including corrupt security officer Trust and the Governor's husband, Brendan Grant, who orchestrated the plot. Gene tries to enlist the help of Krista Brooks, the Governor's assistant, but Mr. Smith murders Krista to maintain control over Gene, who is forced to listen to his daughter's screams over a walkie-talkie. With the help of Huey, a disabled veteran shoeshine man, Gene devises a plan to swap clothes with a bellboy and finally confronts Governor Grant, revealing the assassination plot.
