Hostage negotiator Scott Roper is forced to partner with SWAT sharpshooter Kevin McCall after his previous partner, Samuel Baffert, is murdered by the sadistic jewel thief Michael Korda, whom Roper had previously arrested. Roper and McCall's partnership is initially strained due to their differing methods, but they begin to bond while handling various hostage situations and training together. Korda, having escaped jail, orchestrates a jewelry store heist, during which he taunts Roper and uses a hostage as a decoy, leading to a high-speed chase through the city. Korda then targets Roper's ex-girlfriend, Ronnie Tate, sending his cousin Clarence Teal to attack her, but Roper intervenes, and Clarence is killed by a taxi during the ensuing chase.
