During a stakeout, Will accidentally shoots and kills Hap in the fog, then covers up his mistake by tampering with evidence and fabricating a story about the killer, Walter Byrd, being responsible. Walter Byrd, a reclusive writer, contacts Will, revealing he witnessed Hap's shooting and blackmails Will, forcing him to frame Kay's boyfriend, Randy Stetz, for Kay's murder. Ellie Burr, a young, ambitious local detective, grows suspicious of Will's actions and discovers inconsistencies in his story and the evidence, including a shell casing from Will's gun found at the scene of Hap's death.
