Insurance investigator Virginia Romay suspects master thief Andrew MacDougal of stealing a painting from the Hancock Tower and attempts to entrap him by posing as a thief herself. Romay, working undercover for Webber Assurance, convinces MacDougal to partner with her on a series of high-stakes heists, including stealing microchips in Tokyo and a diamond reactor from a freighter. During their training and heists, a romantic tension develops between them, and Romay begins to question her loyalty to the insurance company.
