Bernie and Cinder, Fire Elements, immigrate to Element City and establish a shop, where their daughter Ember is born and grows up, expected to take over the family business. Ember, a quick-tempered young woman, struggles to manage the shop during a busy sale, leading to a burst pipe in the basement and the unexpected appearance of Wade, a sensitive Water Element city inspector. Wade issues citations that threaten to close the shop, prompting Ember to chase him across the city to City Hall, where she attempts to prevent the citations from being processed.
