Jonathan White awakens in a bathtub with amnesia, discovering a dead woman in his hotel room and becoming the prime suspect in a serial killer investigation led by Inspector Frank Bumstead. White encounters Doctor D.P. Schreber, who reveals that the city's inhabitants are part of an experiment by mysterious, pale-skinned beings called the Strangers, who manipulate memories and the city's architecture nightly. As White develops psychokinetic abilities, he learns that the Strangers, led by Mister Black, are dying and believe that understanding human individuality will save them, using Schreber to implant false memories into the city's population. White, Bumstead, and Schreber infiltrate the Strangers' underground lair, where they witness the Strangers' ritualistic manipulation of the city and its inhabitants.
