British spy Finn McMissile uncovers a global conspiracy to discredit alternative fuel, leading him to Professor Zundapp and a dangerous electromagnetic pulse weapon. Meanwhile, Lightning McQueen and his best friend Mater travel to Japan for the inaugural World Grand Prix, where Mater is accidentally mistaken for an American spy and becomes embroiled in McMissile's investigation alongside agent Holley Shiftwell. As the World Grand Prix progresses through Japan, Italy, and England, Mater's bumbling but observant nature proves surprisingly useful in gathering intelligence, while the villains use their EMP weapon to sabotage the races and frame the new alternative fuel, Allinol, as dangerous. Mater eventually discovers that the true mastermind is Sir Miles Axlerod, the creator of Allinol, who orchestrated the entire plot to boost demand for traditional gasoline, and with the help of his spy friends and McQueen, Mater exposes Axlerod and saves the day, earning a knighthood and returning to Radiator Springs a hero.
