Demoted CIA analyst Osbourne Cox writes a tell-all memoir, while his wife Katie has an affair with U.S. Marshal Harry Pfarrer and plans to divorce Osbourne. A disc of Osbourne's drafts falls into the hands of dim-witted gym employees Linda Litzke and Chad Feldheimer, who attempt to extort money from Osbourne, while Harry, increasingly paranoid, builds a secret project. The situation escalates when Harry accidentally shoots and kills Chad, mistaking him for an intruder, leading the CIA to initiate a cleanup operation as Osbourne, now ruined, attacks Linda's boss. Ultimately, Linda fails to profit from the disc, Harry flees the country, and the CIA concludes the entire affair was a series of unfortunate, unrelated events with no clear motive or outcome.
