Violent criminal Albert Ganz and his partner Billy Bear escape from a road gang, immediately embarking on a crime spree that results in the murder of two police officers, Algren and Vanzant. Inspector Jack Cates, obsessed with avenging his fallen colleagues, coerces street-smart convict Reggie Hammond into a 48-hour release to help him track down Ganz, who was once Hammond's partner. Their uneasy alliance leads them through a series of confrontations, including a bar fight and a shootout at a train station where Ganz and Billy escape with their hostage, Rosalie, and kill Luther, a former associate. Despite Cates' suspension, he and Hammond continue their pursuit, eventually cornering Billy Bear and Ganz in an apartment, where Billy is killed and Ganz takes Hammond hostage before Cates fatally shoots him, finally avenging his partners and recovering the stolen money.
